To limit fallout, the third stage and possibly the second stage had a lead tamper instead of a uranium-238 fusion tamper (which greatly amplifies the reaction by fissioning uranium atoms with fast neutrons from the fusion reaction). The initial three-stage design was capable of yielding approximately 100 Mt, but it would have caused too much radioactive fallout. There is evidence that the Tsar Bomba had several third stages rather than a single very large one.
